Position Type:Other ProfessionalDuties and Responsibilities:Under general direction of Senior Accounting Director, supervises and performs complex accounting functions related to payroll and payroll accounting. Support the Payroll Department with institute in-house payroll processing, including computation and verification of complicated pay calculations, validation and adherence to college policies and collective bargaining agreement, and oversight of bi-weekly pay processes on Banner system. Perform and promote excellent customer service.* Supervises staff, which includes prioritizing and assigning work; conducting performance evaluations; ensuring staff is trained; ensuring employees follow policies and procedures; maintaining a healthy and safe working environment; and, making hiring, termination, and disciplinary recommendations.* Directs the activities of the department, which includes planning, coordinating, administering, and evaluating programs, projects, processes, procedures, systems, standards, and/or service offerings; ensures compliance with federal, state, and local laws, regulations, codes, and/or standards.* Perform various accounting duties, including: journal entry uploads, pay balancing, and general ledger account reconciliation.* Represent Payroll on Banner team and performs related responsibilities including researching and testing changes, enhancements and upgrades.* Design, develop and implement payroll-related training for CNM departmental staff members and employees. Train and guide payroll personnel to keep each fully abreast of generally accepted and Institute accounting policies and procedures. Document payroll processes.* Research and implement updated reporting and payrolls tax/withholding payment methodologies. Perform accounting and audit activities. Prepare payroll-related tax reports and maintains current knowledge of regulatory and compliance issues.* Manage the processing of other payroll data such as pension, insurance, and credit union payments, as well as garnishments. Manage payroll accounts receivable process.* Interpret Institute policies and collective bargaining agreement provisions affecting payroll. Research and resolve complex problems on checks or reports requiring advanced accounting or system knowledge.* Prepare reports and supporting documentation for internal and external auditors. Interact directly with external, internal and program auditors.* Performs other related duties of a similar nature and level as assigned.Minimum Requirements:* A bachelor's degree in accounting or a related field* Fifteen (15) credit hours of accounting coursework* Three (3) years of increasing experience in payroll or closely related experience* Three (3) years of supervisory experience* Employment is contingent upon obtaining and maintaining a satisfactory background check.Preferences:* Payroll experience to include administering deductions including: federal/state taxes, tax sheltered annuities, retirement, and insurance contributions* Experience with nonresident alien tax status evaluation and tax treaty compliance* Strong interpersonal and communication skills, including ability to write and implement policies and procedures* Knowledge of payroll accounting and practices; regulatory reporting; and generally accepted accounting principles (GAAP)* Specialized business applications software (such as SCT Banner), Oracle databases, and UNIX guidelines for operating systems* Provide excellent customer service to internal and external constituents, as well as foster and lead Payroll staff team* Bilingual in English/Spanish* A master's degree in related field or Certified Payroll Professional (CPP)Experience in:* Post-secondary education environment* Relating to and interacting professionally with a non-traditional employee and student populationAbility to:* Interpret and apply: payroll tax laws; employee benefits regulations (such as those of the Educational Retirement Board and New Mexico Public Schools Insurance Authority (NMPSIA), and collective bargaining agreements* Maintain a high level of confidentiality; work under pressure with rigid deadlines; and interact effectively, courteously and tactfully with diverse groups* Work independently; make decisions regarding assignments with minimal supervision; and train subordinate and client groups Work Schedule:Typically, Monday through Friday, 8:00 am to 5:00 pm.
